The Senior Business Analyst (SBA) will support a digital transformation programme by analysing, rationalising and transforming end to end statistical data management and overall business processes in alignment with the Generic Statistical Business Process Model (GSBPM) and industry best practices. 

Responsabilities

  • Lead the mapping of current state (As-Is) statistical and data processes across relevant NSDP domains using the GSBPM v5.x framework.
  • Identify automation candidates across GSBPM phases.
  • Support the transition from legacy or siloed processes toward standardized, platform‑driven workflows.

  • Define KPIs and process performance measures linked to GSBPM stages.
  • Ensure that all business activities comply with local regulatory requirements

Experience & Qualifications

  • Bachelor or Master’s degree in IT and/ or Statistical Business Model
  • 10+ years of experience in a Business Analyst and Consulting role
  • Experience in GSBPM Process Mapping, Business Process Automation, Process Transformation
  • Proven success in identifying opportunities for automation and digitisation within GSBPM phases.
  • Provent Experience in IT Transformation Project Manager and Change Management
  • Experience in enabling scalable, efficient and policy-aligned business processes to support national-leveldata production and dissemination.

Role & Responsibilities: 

GSBPM Based Business Process Mapping

The SBA shall:

  • Lead the mapping of current‑state (As‑Is) statistical and data processes across relevant NSDP domains using the GSBPM v5.x framework.
  • Decompose processes into GSBPM phases, sub‑processes, and activities (Plan → Disseminate → Evaluate).
  • Facilitate workshops with domain experts, statisticians, IT teams, and governance stakeholders to validate process maps.
  • Identify duplication, manual handoffs, inefficiencies, and gaps in process maturity.
  • Define future‑state (To‑Be) processes aligned with NSDP target architecture and interoperability standards
  • Outputs: Validated As‑Is and To‑Be GSBPM process maps - Process hierarchy and traceability matrix - Process ownership and stakeholder mapping

Business Process Automation & Digital Enablement

The SBA shall:

  • Identify automation candidates across GSBPM phases, with emphasis on:

    • Data collection and ingestion
    • Data validation and transformation
    • Metadata management
    • Data approval and publication workflows
  • Define automation requirements for workflow engines, low‑code platforms, and data pipelines.
  • Translate business processes into functional requirements, user stories, and process rules suitable for implementation teams.
  • Support alignment between business processes and enabling technologies (e.g. metadata repositories, data catalogs, orchestration tools).
  • Outputs: Automation opportunity assessment - Functional and non‑functional requirements - BPMN or equivalent workflow specifications - Prioritized automation roadmap

Business Process Transformation & Change Enablement

The SBA shall:

  • Support the transition from legacy or siloed processes toward standardized, platform‑driven workflows.
  • Embed governance, data stewardship and quality controls into redesigned processes.
  • Define KPIs and process performance measures linked to GSBPM stages.
  • Support change impact analysis related to people, roles, systems, and policies.
  • Contribute to user guidance, process documentation, and operating procedures.
  • Outputs: Process transformation blueprint - Role and responsibility alignment (RACI) - Process KPIs and monitoring framework - Standard Operating Procedures (SOPs)
